TO:                SQUADRON COMMANDERS AND WING STAFF

FROM:          CAPT. MARTHA CLARK, CS

SUBJECT:    CAPM 39-1 - UNIFORM MANUAL

There have been some recent changes in the CAPM 39-1.  As well, laxness on the part of some CAP members has gone unchecked by commanders.  Per the Commander, please disseminate the following information to all your aircrew members and cadets that wear flight suits:

1.   Effective immediately, no CAP member is allowed to wear the green Air Force style flight suit unless they meet the weight and grooming standards AND have all required patches and grade insignia.  For example, both men and women have requirements for how they can and cannot wear their hair.  Senior members MUST have grade insignia on their flight suit; however, cadets are NOT to wear grade insignia on theirs.  This requirement is set forth in CAPM 39-1.7-7.  If a member is not going to conform to the Air Force requirements, then they are required to wear a different flight uniform, such as the new dark blue CAP flight suit.

2.   Effective immediately, no CAP member is allowed to wear the ultramarine blue (royal blue) CAP flight suit.  It was disallowed as of 31 December 03.  The approved CAP flight suit is now dark blue.  This flight suit and its required patches can be seen as a part of the CAPM 39-1, Change 19 Nov 03.  It is available at the National website on Capmart.

3.   Effective 31 March 04, the round CAP seal will no longer be worn on the upper right side of the flight suit.  As of that date, all members must have the new Command Style patch.  These are available at the Wing Bookstore or online at Capmart.

4.   Regulations apply to aircrew members in corporate AND in member-owned aircraft that are flying in CAP activities.

Members not complying with proper uniform wear will not be allowed to fly.  Squadrons not enforcing these uniform requirements risk loss of training funds and/or aircraft.
